European Union Citizen Registration - certificate
Since the 1st of january of 2021, Lisbon City Council does not issue certificates of registration for british citizens, under the terms of the European Union exit agreement (Brexit).

The application must be submitted by the applicant. Should the applicant be a minor, the application must be submitted by the respective legal guardian (e.g. parent, guardian).

Issue
The registration certificate is mandatory for European Union and other citizens (*) intending to stay in Portugal for longer than 3 months. After 3 months of arrival in Portugal, citizens will be required to apply for a certificate at the Municipal Council of the respective area of residence within 30 days.
Certificates are issued for a maximum of 5 years from the issue date.
Renewal due to expiry or change of data
You may only apply for renewal of the certificate upon expiry if the respective validity period is shorter than the period legally established for this purpose, up to a maximum of 5 years. After this period, you will be required to submit an application for a residence permit to the Immigration and Borders Service.
You may request the change of data, such as name and address.
The previous certificate (original) must be returned to the Lisbon City Council.
Replacement due to loss, theft or deterioration
In case of loss or theft, you should contact the Public Security Police (PSP) in advance, in order to obtain the respective statement.
If the certificate number is no longer visible due to deterioration, you should contact the Public Security Police (PSP) in advance, in order to obtain the respective statement. Otherwise, the previous certificate (original) must be returned to the Lisbon City Council.
Cancellation
The original certificate must be cancelled and returned to the Lisbon City Council before the end of the respective expiry date should the citizen leave the country permanently.

Germany; Austria; Belgium; Bulgaria; Cyprus; Croatia; Denmark; Slovakia; Slovenia; Spain; Estonia; Finland; France; Greece; Hungary; Ireland; Italy; Latvia; Lithuania; Luxembourg; Malta; the Netherlands; Poland; Czech Republic; Romania; and Sweden.
Citizens of the following countries:
Iceland, Liechtenstein, Norway, the Principality of Andorra and Switzerland.
